Are all free images automatically safe for commercial use?

No. Free access and commercial-use rights are different questions. Check the usage terms and provenance attached to a source or collection before publishing a product.

Does a 300 DPI label make an image print-ready?

Not by itself. The actual pixel dimensions at the intended print size determine effective resolution. A small file does not gain real detail just because its metadata says 300 DPI.
